High Soria, is not ruled by a single person. It is comprised of smaller provinces, each ruled by a noble house. Within their province, a house is responsible for enforcing national law as well as managing taxes and handling the needs of the local citizens. Each house in the country sends a representative to the council. This assembly decides over new developments in the country and serves as the highest legal authority.

This body collectively holds the authority to pass laws, make executive decisions, and govern the country’s internal and external affairs. The council operates on a principle of shared power, with decisions being made through deliberation and majority voting. This ensures that no single house or faction can dominate the political landscape, promoting a balanced and equitable governance model.

Every province has their own dedicated garrison. It is usually located in the province capital and is used for training soldiers, collecting taxes, and to serve as a central point for citizens to voice their concerns. These garrisons are split into two main contingents: One is responsible for the province to fend off bandits or to help with organizing the public order, the other can be used by the national army in times of emergency.
